Whac A Mole

Every once in a while, Roc and I get into a conversation that goes a little something like this: "What would you do if you were the Police Commissioner?"
We talk about what works and what doesn't...what perhaps the Brass does not see versus the Boots-on-the-Ground. One of his more astute observations was this:
"The NYPD is playing a very sophisticated game of Whac-A-Mole."
Whac-A-Mole?
For those of you not in the loop, Whac-A-Mole is an old-school Arcade game. A classic Whac-A-Mole game consists of about five or more holes and a large black mallet. The moles pop up out of the holes at random and your goal is to bop them on the head with the mallet, nailing as many moles as you can; the more you hit, the higher the score. The only problem is that they keep popping up...you hit right, one pops up left...you never know where, and the whole thing seems sort of futile and virtually endless.
Last night, Roc got moved to yet another Bronx precinct because of a spike in crime in that area. Two nights prior, he was sent to a totally different section because there had been an emerging robbery pattern. So they pull resources from Roc's precinct---it wasn't just him, several cops were sent---and they put them elsewhere. Now who's going to be around to whack the moles in SoB?
